Overview	According to the Law of the People's Republic of China on Prevention and Control of Water Pollution, the detailed rules for implementation was established. The compilation of the water pollution prevention and control plan of basin scale was required. The total pollutant discharge amount control for the main pollutants is mentioned, and in the total pollutant discharge amount control plan should include the controlled area, pollutant and its amount, the time and quantity requirement for the reduction. The detailed requirement and regulations on the surface and ground water pollution prevention are put forward.
