Name of Activity Overview
Creation of Green Schools Initiated form 2000, the aim Green Schools Creation is to promote the realization and understanding of environment problems and sustainable development idea, advance the environment knowledge of both students and teachers, and they will pay more attention to the environment protection during their work and routine life in the future, thus to drive more people participate in the environment protection work. “Green Schools Creation” Instruction, which includes the creation management, assessment and activity instruction, was compiled to guide and standardize the creation activity. In some cities like Beijing, provisional rule for the Green Campus Creation is issued to promote the activity.The progress of the Green Schools Creation is publicized on the internet, and experiences exchange was carried out.At the end of 2002, more than 13,000 schools (colleges, universities) got the title of Green School of different level.
Creation of Green Community Green community pattern indicates the environment protection infrastructure as green building, energy and water saving facilities, public participation mechanism. It should includes a joint conference comprised of governmental department, logistic management enterprises, civilian organization and resident representatives, a volunteer organization that can lead and promote relative activities, a series of environment protection activities and a certain amount of Green Families.Certain standards for the Green Community were publicized to instruct the creation activities. The news of Green Community Creation activities of some provinces are presented on the internet, and experiences exchange are continuously proceeded through different communities.Some of the Green Families and Green Communities were also publicized by different media.
Protect Mother River-Panlongjiang, Love Our Mother Lake-Dianchi Carried out in June of 2000 and October of 2002 respectively.The environment protection association of Kunming University of Science and Technology (Yunnan Provinec) launch the activities, which includes the water sample collection, clean up the water body and environment protection knowledge propaganda.The collected water sample was examined and the reason of water quality deterioration was analyzed.
China’s Environment Friendly Enterprise Began in May of 2003, the acitivity of China’s Environment Friendly Enterprise Creation aims to select some enterprises with high technology, well profit, low resource consumption, little pollutant discharge as the models, thus to promote the Cleaner Production, deepen the industrial pollution prevention and indcut the new industrialization pattern.The implementation scheme, index explanation, application form and authentication scope were also publicized by SEPA on 23rd May of 2003. And by the end of 2004, there are 8 China’s Environment Friendly Enterprises.
Creation of Environmental Model Cities Purpose: To create environmental model cities is a specific embodiment of the implementation of the urban sustainable development. This activity aims to create a group of model cities where the economy, society and environment are well coordinated and of which the environment quality is good, the urban infrastructure is complete and the landscape is clean and beautiful and urban ecology is sound, with the purpose of achieving the sustainable development of the cities. This activity has a role in guiding the cities towards sustainable development.Indicator system: The indicator system of environment model cities includes key factors restraining the sustainable development of the cities, such as economic growth, population growth, resource consumption, environmental situation, environmental management level and coordination between the social and economic development, infrastructure construction and environmental protection. Procedure of Implementation: With the principle of voluntary participation, various cities will examine their basic condition ad n indicators of environmental quality according to the indicators for examining the national environmental model cities, and thereafter they present and application to SEPA. Then SEPA will organize a panel review and examination and collect comments from various sectors and the public. Based on the panel views and the comments received, SEPA will examine the application. If the qualification of the applying city has been proven to have met the standards, the city will be given the title of “National Environmental Model City”. However, this title is not once for all, SEPA will reexamine the city every three years and sometimes organize sample examination. If the city found unqualified, deadline will be given for improvement. If the city is found unqualified again after the improvement, the title will be canceled.Significance of Activity: The United Nations Conference on Environment and Development in 1992 has put forward the theory of sustainable development as well as the requirements for the urban environmental management. Following the spirit of UNCED, China has formulated “China’s Agenda 21”. With this, the urban sustainable development has been incorporated in to the urban environment management. This activity puts this idea into practice and symbolizes a leap in the urban environmental management level of China.By the end of year 2004, 44 cities got the title of “National Environmental Model City”, moreover 3 district got the title of “National Environmental Model District”.
