Law enforcement Monitoring Systems: Indonesia

Water quality monitoring system

Ministry of Environment has owned laboratory since 1993. This laboratory usually conduct regular monitoring to certain areas. In addition, Ministry of Environment has developed 60 environmental laboratories at 27 provinces that has capabilities to analyse water samples. In accordance to water quality monitoring in collaboration with provincial government, Ministry of the Environment has program to monitoring water quality of 30 main rivers. This program conduct twice monitoring program annually.

In addition to monitoring river quality, Ministry of Environment also conduct regular environmental monitoring for sensitive area such as mining site area. Up to now, there is two mining site had been monitored by MoE that is Buyat Bay area within Newmont Minahasa Raya (NMR) mining site and Aghawagon and Ajkwa River close to PT. Freeport Indonesia mining site. Also Ministry of the Environment conducts regular monitoring to several harbour pond and lakes, such as Toba, Singkarak, Poso, Sentani, and Tempe.

By providing financial and technical assistance to provincial government, it will increase leverage local environmental agency in increasing their water monitoring budget. It is because they can negotiate additional budget to their superior. However, there is also need appropriate incentives and disincentives schemes applied. This schemes is developed for ensuring that the program run proffesionally by local government.

Ministry of Environment also monitor effluent discharge of companies as a part of compliance monitoring program through PROPER program. In implementation of this program, MoE has collaboration with Local government both provincial and distric/city level. The benefit such program is transfer of knowldge from MoE staffs to Local Government staffs as well as to ensure accountability. Also it will reduce tempation of misbehaviour of the agent.
