Monitoring System

In Nepal, there is no such single institution in place which is able to cover all the aspects of the environment. On the other hand there are number of sectoral institutions for auditing the related environmental problems. Ministry of Urban Development (MoUD) and Ministry of Science and Environment (MoES) are responsible for monitoring the overall water related environment issues in the country.

Ministry of Urban Development (MoUD) and Ministry of Science and Environment (MoES) have the overall responsibilities of planning, implementing and coordinating and monitoring the water supply and sanitation sector development activities in the country. The Ministries are responsible for the formulation of sector policies and strategies, its implementation and monitoring the sector performance. Department of Water Supply and Sewerage (DWSS) and Department of Environment under the respective ministry of Urban Development and Environment and Science are entrusted with the task of implementing water supply and sanitation facilities in the rural and urban areas and their qualities. National Policy on Drinking Water Quality Standards (NDWQS) and programmes for water quality monitoring was published by Department of Water Supply and Sewerage (DWSS). While preparing this document, government has constituted a committee including representatives from different government departments and research institutes. Institutional roles and responsibilities are defined for the implementation and monitoring of various authorities. The DWSS has the Water Quality Section in its head office and sub-division and division offices in all district head quarters. The Water Quality Section of the department will be mainly responsible to plan the development of water quality monitoring and surveillance programme in the country with the cooperation and coordination of the sector related agencies and donors. Besides these there are other many agencies that take care about the water quality monitoring for their respective sectoral usages.
