The 10th World Water Forum – Water for Shared Prosperity

Overview
Under the theme of “Water for Shared Prosperity,” the 10th World Water Forum was held in Bali, Indonesia from 18 to 25 May 2024.
WEPA participated in “Thematic process” sessions 2A2 and 2D3 and introduced our efforts to improve water quality by sharing knowledge and experiences to participants in the Asian region and other regions. The 2A2 session consisted of presentations by eight presenters. Dr. Ngoc-Bao Pham from the WEPA Secretariat introduced WEPA and shared some challenges in improving the water environment in WEPA countries. In the 2D3 session, WEPA advisor, Dr. Yoshitaka Ebie from the National Institute for Environmental Studies gave the keynote address, setting out the important points in maintaining a decentralized wastewater treatment system.
In the synthesis session 2A, it was mentioned that governance and institutional framework from the foundation for water quality improvement and cannot be skipped. The importance of research and monitoring to understand the current status was also emphasized, as presented in the sessions. In the summary of 2A, the importance of “Data for decision making” and the idea of “Wastewater = Resource” were included, with additional statements that “Quality” and “Quantity” should not be separated. In the synthesis session of 2D, it was pointed out that, in order to establish appropriate sanitation management, political will, national policy, local planning, and multi-stakeholder participation are necessary, but these are lacking or insufficient in many countries. The following eight points were mentioned as necessary: (1) strong political will to improve sanitation at the national and local levels, (2) regular updates of national policies and strategies with a clear division of roles in the sanitation sector, (3) responsible authorities (in most cases local governments) for implementing, managing, and monitoring sanitation and health services, (4) mobilization of all stakeholders at local and national levels, (5) development of sanitation services throughout the sanitation chain, (6) selecting the most appropriate systems based on local conditions (off-site and on-site), (7) coordination within and between sectors, and (8) “sustainable financing mechanisms for the promotion of sanitation installations, including sludge treatment facilities.


In addition, the Ministry of the Environment, Japan, set up a booth in the Japan Pavilion at the Exposition, and the Secretariat explained how this partnership works and introduced the activities implemented over 20 years to visitors. Hard and soft copies of the WEPA Fourth Phase Report were distributed at the booth.
